Within the framework of the International Energy Agency, the Annex 46 project “Energy Efficient Retrofit Measures for Government Buildings (EnERGo)” was launched with participants from eight countries. The aim of the working group, which was active between 2006 and 2010, was to support decision-making when retrofitting public buildings and to promote the use of energy-efficient measures. The main outcome of the project is the “IT Toolkit for Energy Efficient Retrofit Measures”, a collection of software support tools for owners and planners of public buildings. As sub-task leader, Fraunhofer Institute for Building Physics IBP was responsible for developing and programming the IT toolkit. Some parts of the IT toolkit were contributed by the international participants on the basis of other projects.

The free toolkit helps owners and planners of public buildings with the following:

  • Identifying buildings with excessive energy consumption
  • Operating buildings energy-efficiently 
  • Making detailed inventories and documenting buildings 
  • Ideas for innovative energy retrofit measures
  • Developing energy efficiency retrofit concepts based on DIN V 18599
  • Making an economic evaluation of public private partnership (PPP) projects (energy service contracts)


The toolkit comprises the following instruments:

  1. Consumption evaluation (heating, electricity and water)
  2. Electronic building inspection protocol
  3. Operation and maintenance guide
  4. Energy audit protocol
  5. Case studies on retrofitting buildings
  6. Energy saving measures
  7. Energy efficiency assessment of retrofit measures
  8. Guide to energy-related PPP projects
  9. Cost calculation for energy-related PPP projects
  10. Case studies on energy-related PPP projects


The collaboration and management of the sub-task in IEA ECBCS Annex 46 was funded by the German Federal Ministry of Economic Affairs and Energy (BMWi) based on a resolution passed by the German Bundestag under Funding Code No. 0327389A.
